Report Forecasts State Budget Surplus

This week, the California Legislative Analyst’s Office (LAO) issued a budget report revealing the “state’s budgetary condition is stronger than at any point in the past decade.”

The report entitled, The 2014-2015 Budget: California’s Fiscal Outlook, projects budget surpluses of $2.4 billion by June 2014 and $5.6 billion by June 2015 if current policies continue.

Proposition 30, which increases sales taxes and imposes higher personal income taxes on some Californians, as well as an improving economy are cited as reasons for the surplus.

The LAO also issued caution in the report saying the projections are dependent upon certain assumptions, such as growth in stock prices and the current repayment schedule for state liabilities. In addition, the report states, “An economic downturn within the next few years could quickly result in a return to operating deficits. Further, the normal volatility of capital gains could depress (or boost) annual revenues by billions of dollars.”

UC Davis Names New Ag Dean

Helene Dillard

UC Davis announced Helene Dillard as the new dean of the College of Agricultural and Environmental Sciences this week. Dillard is a plant disease expert and is currently associate dean and head of Cooperative Extension at Cornell University.

Dillard hails from California, and she is a UC Davis alum.  She will begin her new position in January 2014.

Ag Council President, Emily Rooney, sat on the external advisory committee in the search for the new dean.

Annual Meeting March 2-4, 2014

Ag Council invites all members to join us March 2-4, 2014 for Ag Council’s 95th Annual Meeting to be held at the Hyatt Regency Huntington Beach Resort & Spa in Huntington Beach, California. The 2014 Golf Tournament and PAC fundraiser will take place on March 2 at Oak Creek Golf Club in Irvine.

The Annual Meeting is held in conjunction with CoBank’s Pacific West Customer Meeting. Further details and a registration website will be available at a later date. In the meantime, please save March 2-4, 2014 on your calendars.

State Agencies Release Water Action Plan

This week, the California Natural Resources Agency, California Department of Food and Agriculture (CDFA), and the California Environmental Protection Agency unveiled a draft Water Action Plan. The plan focuses on water supply reliability, flood protection, ecosystem restoration, conservation, safe drinking water and infrastructure, among other areas.

The draft plan comes after Governor Jerry Brown directed the agencies this past May to develop specific actions that can be taken in California to address crucial water needs over the next one to five years.

CDFA Secretary, Karen Ross, said upon the release of the draft, “There is no issue more important than water for food production and agriculture. This plan is a critical pathway that will lead to a long-term, sustainable future for water management in the 21st century.”

Secretary Ross held a conference call this week to announce the release of the draft plan and invited interested parties to provide input into the final plan, which expected in December. Ag Council plans to attend the initial stakeholder meeting next week.

CARB Extends Cap & Trade Industry Assistance Factor

Ag Council is working with the California Air Resources Board (CARB) and its private contractors to conduct a leakage analysis on the food manufacturing industry as it relates to implementation of the state cap and trade regulation, and we continue to work through the product-based emissions efficiency benchmarking process. This process has not moved as quickly as originally anticipated.

As such, Ag Council appreciates CARB’s recent extension of 100 percent free allowances through the second compliance period of the cap and trade regulation, which is 2017. This will give food manufacturing time to complete our work ahead of significant changes in the regulation. Ag Council President, Emily Rooney, spoke at the October CARB meeting to express support for the extension of free allowances.
